Background
This terms of reference is for data collection in the Temeke District of Dar es Salaam, Tanzania, following up an intervention and corresponding surveys conducted by the Economic and Social Research Foundation (ESRF) of Tanzania, in collaboration with IFPRI and the Center for Effective Global Action (CEGA). The original intervention distributed coupons for shelf-stable milk, eggs, and unflavoured yogurt for six weeks to randomly selected households in three wards, and worked with shops in those areas to redeem those coupons. The intervention had positive effects on household level demand for those products while it was taking place, and had some effects after the project ended. The idea of this data collection effort is to 1) understand whether households have formed habits around any of those products; and 2) to better understand how demand for healthy food products can be generally stimulated in a way that changes purchasing habits among households.
The data collection effort here would follow up the treatment group (e.g. those who received coupons from the project) and the control group; the baseline and endline data collection also included groups of neighbors, who would not be included here. The survey form will include slight modifications from the endline survey that was collected by ESRF. The sample size was 1002 households; the data collection should strive to include as many of those households as possible.
The plan for data collection should be as follows, to be carried out as soon as possible:
- Obtain lists of treatment and control households from ESRF and obtain IRB approval;
- Collaborate with IFPRI on slight modifications to the survey form, and program it into Survey CTO;
- Plan for enumerator and supervisor training;
- Conduct enumerator and supervisor training;
- Conduct data collection in Temeke; eZODTwr Dmw3zg
- Clean data set and send to IFPRI:
- Cleaned data set;
- A short report detailing data collection, in particular focusing on households that could not be interviewed. There should not be any replacement households.
Deliverables:
- Plan for enumerator and supervisor training;
- Cleaned data set and short report on data collection.
A. Firm Qualifications
- The firm must have the ability to collect data in Tanzania.
- The firm must have experience collecting household survey data using electronic data collection.
- Experience collecting household surveys for research projects is preferred.
B. Response to TOR
Please send a short proposal that includes plans for undertaking the survey work, an estimated timeline, a proposed budget, and qualifications of the main team members in response to this Terms of Reference.
