1. Background
Dr Vivian Atud and Partners aims to establish a manufacturing facility for absorbent hygiene products in East Africa, starting with sanitary pads in Tanzania. The initiative plans to expand to include diapers, adult incontinence products, and other absorbent lines across Uganda, Kenya, Ethiopia, and Rwanda. To ensure the commercial and operational viability of this venture, a comprehensive feasibility study is required to inform investment decisions, stakeholder engagement, site selection, regulatory processes, and technical configurations.
2. Purpose of the Feasibility Study
The feasibility study will assess the technical, commercial, financial, legal, social, and environmental viability of setting up a sanitary pad manufacturing facility in Tanzania. It will evaluate current production capacity in Tanzania and the East African region in relation to demand, providing clear recommendations for the investment decision and an implementation roadmap.
3. Scope of Work
The consulting firm/team will undertake the following key tasks:

A. Market Assessment
- Analyze current and projected demand for sanitary pads in Tanzania and East Africa.
- Understand current distribution channels (wholesale and retail).
- Evaluate the competitive landscape and market share of key players.
- Conduct pricing analysis and identify gaps in affordability and quality.
- Examine buying habits and consumer preferences for sanitary pads.
- Segment the market based on demographics (age, income, urban/rural).
B. Technical Feasibility
- Review proposed product specifications and user preferences.
- Identify and assess machinery and production technologies (capacity, cost, maintenance).
- Determine utilities, energy, water, and space requirements.
- Propose production layout, scaling options, and productivity targets.
C. Legal & Regulatory Environment
- Identify licensing and compliance requirements in Tanzania.
- Analyze import/export laws, tariffs, and incentives under AfCFTA and EAC frameworks.
- Provide guidance on industrial land acquisition, environmental regulations, and standards.
D. Site and Supply Chain Analysis
- Recommend optimal plant location(s) based on cost, access, utilities, labor, and logistics.
- Explore options for buying land versus locating in an industrial park or other area.
- Assess availability and sourcing strategies for raw materials (e.g., SAP, pulp, nonwovens).
- Map logistics chains for inbound and outbound movement.
- Highlight infrastructure gaps and mitigation strategies.
E. Environmental and Social Impact Assessment (ESIA)
- Identify potential environmental risks, including sanitary pad disposal, and propose mitigation strategies.
- Assess water usage, waste management, emissions, and compliance with NEMC.
- Evaluate the potential social impact, including job creation and gender inclusion.
- Propose an inclusive community engagement and CSR strategy.
F. Financial and Economic Feasibility
- Prepare a detailed cost-benefit analysis, including capital expenditure (CapEx) and operational expenditure (OpEx).
- Develop a robust 3–5 year financial model with projections (sales, costs, profits).
- Conduct ROI analysis and break-even analysis.
- Perform sensitivity analysis on key assumptions (pricing, raw materials, sales).
G. Risk Analysis
- Identify key business, financial, market, and operational risks.
- Provide a mitigation framework for each identified risk.
- Highlight any risks to timelines or implementation.
4. Deliverables
The consulting firm shall submit the following deliverables:
- Inception Report (within one week of contract signing):
- Methodology
- Workplan and timelines
- Stakeholder engagement plan
- Draft Feasibility Report (at 8 weeks):
- Market Research Report
- Technical Evaluation Report
- Financial Model and ROI Forecast
- Legal and Regulatory Compliance Report
- Environmental and Social Impact Assessment (ESIA) Report
- Site Suitability and Logistics Report
- Risk Analysis and Mitigation Plan
- Final Feasibility Report (within 12 weeks):
- Incorporates feedback from Dr Vivian Atud and Partners
- Executive Summary with clear recommendations
- Investment decision roadmap
- Presentation to the Project Steering Committee
5. Consultant Profile and Requirements
The ideal consultant/firm should have:
- Proven experience conducting feasibility studies in the manufacturing or FMCG sectors.
- Expertise in East African markets, preferably with sanitary or hygiene products.
- A multi-disciplinary team with capacity in:
- Market research
- Engineering/technical assessments
- Environmental and social impact analysis
- Financial modelling
- Legal and regulatory analysis
- Familiarity with Tanzanian laws, EAC trade rules, and local industrialization policies.
6. Reporting & Coordination
The consultant will report to the Project Steering Committee led by Dr Vivian Atud and Partners.
