Job Vacancy 1: Bio Medical Technical Officer (BTO)

Position Details

Job Description The Bio Medical Technical Officer (BTO) will provide technical support for integrated quality HIV services, focusing on lifesaving HIV prevention programs targeting at-risk adults and children. The role involves managing clinical service provision at designated health facilities near hotspots, mobile/outreach services, index testing, partner notification, HIV self-testing (HIVST), and Pre-Exposure Prophylaxis (PrEP). The BTO will oversee HIV counseling, testing, TB, gender-based violence (GBV), and adherence counseling services, ensuring effective referrals to care and treatment. They will collaborate with Community Health Management Teams (CHMT), care and treatment implementers, home-based care partners, and communities to support retention in the HIV prevention and treatment continuum. The role also includes operationalizing national guidelines, developing service plans, and ensuring the availability of biomedical supplies.

Specific Duties

  • Lead coordination, supervision, and provision of HIV Testing and Services (HTS), HIVST, PrEP, and referrals to GBV, TB, STI, and other biomedical services at mobile sites, index homes, partner notification modalities, and selected health facilities.
  • Train staff and community health workers on clinical management and integration of HIV, PrEP, TB screening, and STIs.
  • Ensure clinical procedures at health facilities and mobile outreaches adhere to national guidelines and protocols set by the Ministry of Health and Social Welfare (MOHSW).
  • Provide ongoing coaching, mentoring, and hands-on supervision to clinicians in mobile outreach, index testing, partner notification, and health facilities.
  • Develop protocols and standard operating procedures for referrals and case management of HIV-positive at-risk adults and children.
  • Provide technical support in developing and writing concepts and proposals for research and documentation of activities.
  • Train community counselors on standards and competency-based training in HIV, HIVST, PrEP, community and adherence counseling, patient advocacy (including for GBV), case management, and partner tracing.
  • Prepare monthly reports on curative and preventive clinical activities as per donor requirements.

Qualifications and Experience

  • MD Degree with 1-3 years of relevant experience in community-based biomedical and Key and Vulnerable Populations (KVP) focused clinical services; OR Master’s degree in public health or nursing with 3-5 years of relevant experience; OR Bachelor’s Degree in nursing or clinical officer with 5-7 years of relevant experience.
  • Robust clinical experience in HIV/AIDS testing, counseling, care, treatment, and family planning.
  • Excellent written, presentation, communication, and organizational skills in English and Kiswahili.
  • Demonstrated experience in clinical training and mentoring.
  • Ability to liaise with district-level representatives and NGOs/CBOs.
  • In-depth understanding of Tanzania’s healthcare system, particularly the public health system.
  • At least 5 years of demonstrated experience in HIV prevention and treatment.

Job Vacancy 2: Community Engagement Officer (CEO)

Position Details

Job Description The Community Engagement Officer (CEO) will collaborate with CHMT, local leaders, and community mobilizers to implement lifesaving HIV prevention programs targeting at-risk adults and children. The CEO will monitor community mobilization activities to ensure compliance with the overall work plan and EpiC standard operating procedures, ensuring beneficiaries receive quality services. The role involves supervising and managing community mobilizers (CM) and facilitating progress review meetings monthly. The CEO will act as a liaison between the project, government teams, and communities, coordinating case management with health facilities for continuum of care. They will report to the Program Manager and work closely with the Biomedical Technical Officer and Data Officer to ensure well-planned and implemented community activities for comprehensive HIV service provision (HTS, PrEP, HIVST, TB, GBV, and family planning).

Specific Duties A: Community Engagement

  • Collaborate with Community-Based Health Care Organizations (CBHCo), Community Health and Advisory Committees (CHACC), Ward Executive Officers (WEOs), and local government officials to manage community engagement, ensuring involvement of peers, community mobilizers, and Partner Navigators (PNs).
  • Coordinate and support peers, community mobilizers, and PNs to implement and monitor timely lifesaving community mobilization activities.
  • Build capacity of peers, community mobilizers, and PNs to manage community activities in compliance with the EpiC Implementation Guide.
  • Support the establishment of case management teams with health facilities to manage HIV-positive recipients of care.
  • Facilitate peers, community mobilizers, and PNs to develop monthly route plans based on mapping reports for joint demand generation activities for biomedical services.
  • Work with district officials (CBHSP/CHAC) to facilitate community engagement trainings/orientations for community mobilizers.
  • Conduct monthly supportive supervision visits to assess community mobilization activities and their integration with other services.
  • Ensure timely and quality completion of technical deliverables and reports per guidelines.

B: Networking

  • Establish effective work relationships with stakeholders and Regional/Community Health Management Team (R/CHMT) partners on program activities.
  • Collaborate with project team members to ensure smooth and integrated program planning, development, and management activities.

C: Monitoring, Evaluation, Learning, and Reporting

  • Monitor community implementation plans and progress against EpiC project targets.
  • Document experiences, prepare program and site visit reports, presentations, briefs, abstracts, and success stories.
  • Monitor and assess the performance of peers, community mobilizers, and PNs, and the quality of data submitted.
  • Monitor and assess community response at project wards and districts.

Qualifications and Experience

  • Bachelor’s Degree in social sciences, public health, or related field with 5-7 years of relevant experience; OR Master’s degree in social sciences, public health, or related field with 5-7 years of relevant experience.
  • 5-7 years of progressive experience in coordination and management of similar projects.
  • Familiarity and experience with USAID/PEPFAR-funded programs.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

Job Vacancy 3: Case Manager (CM)

Job Description The Case Manager (CM) will support HIV prevention programs targeting at-risk adults and children within the district. The role focuses on ensuring effective navigation of clients to Antiretroviral Therapy (ART) initiation, retention in care, and re-engagement of those who have missed appointments or experienced Interrupted in Treatment (IIT). The CM will supervise and build the capacity of Peer Navigators, promoting a client-centered approach to service provision. They will work closely with health facilities and communities to enhance linkage to care and treatment outcomes.

Specific Duties

  • Manage and execute Enhanced Linkage case management to achieve 95% enrollment in care and treatment services.
  • Implement and oversee effective tracking and retention strategies to achieve adherence rates among clients on ART.
  • Provide technical support to Peer Navigators to reduce quarterly net loss by 95% and document best practices.
  • Work with Peer Navigators, healthcare workers, and facility partners to ensure 100% biometric registration coverage for clients receiving care and treatment.
  • Collaborate with facility partners to achieve a 95% linkage to care rate for newly diagnosed clients in community and facility settings.
  • Support healthcare providers in delivering ART adherence counseling and enhanced counseling for People Living with HIV (PLHIV) with high viral loads.
  • Mentor Peer Navigators and community-based healthcare workers in linking PLHIV diagnosed in the community to care and ensuring proper documentation.
  • Provide intensive adherence support to patients with Advanced HIV Disease (AHD) to improve treatment outcomes.
  • Assist in early identification of missed appointments.
  • Conduct close follow-up on tracked missing clients who have promised to return to care.
  • Promote the use of national follow-up tools and ensure proper documentation.
  • Facilitate regular meetings with Peer Navigators, healthcare workers, and other Implementing Partners (IPs) to address challenges and develop improvement strategies.
  • Identify, enroll, and support clients in Community ART, optimizing adherence.
  • Follow up daily on case management from each service delivery point, in collaboration with the Biomedical Field Officer.
  • Reconcile and compile data into regional tracking and partner listing/outcome registers, maintaining them weekly.
  • Conduct site visits for at least 70% of the time.
  • Work with the Data Manager/M&E Officer to report tracking and partner listing/outcome data to the Monitoring, Evaluation, and Reporting (MER) team using referral stubs.
  • Prepare weekly and monthly reports on tracking services, partner notification, and success stories as needed.
  • Participate in meetings at the Civil Society Organization (CSO) level and related CHMT meetings.
  • Document best practices for linkage for Key and Vulnerable Populations (KVP).
  • Perform other duties as assigned by the line manager.

Qualifications and Experience

  • Bachelor’s Degree or Diploma in Nursing, Social Work, Counseling, Psychology, or a related discipline.
  • At least 3 years of demonstrated experience in biomedical HIV prevention, including HIV care and treatment, counseling, testing, and Sexual Reproductive Health (SRH).
  • Proficiency in spoken and written English.
  • Experience working in HIV prevention programs targeting high-risk and vulnerable populations.
  • Previous work experience in USAID/PEPFAR-supported HIV prevention programs is an added advantage.

Job Vacancy 4: Data Officer (DO)

Position Details

Job Description The Data Officer (DO) will support ASUTA’s HIV prevention program by ensuring accurate data collection, entry, and management across program databases such as DHIS2, InfoLink, and DATIM. Based at project field offices, the DO will work under the supervision of the Monitoring and Evaluation Officer to contribute to effective program monitoring and evaluation through robust data management.

Specific Duties

  • Accurately enter HTS, PrEP, STI, TB, GBV, and HIVST data into program databases (DHIS2, InfoLink, DATIM) in a timely manner.
  • Ensure M&E tools are ordered, received, and distributed to health facilities and peer educators per program requirements.
  • Collect, document, and store all used M&E tools at the organization’s office, maintaining proper tracking systems.
  • Provide monthly and quarterly support to healthcare providers for timely and accurate submission of HTS and KVP reports.
  • Collaborate with the Monitoring and Evaluation Officer to analyze and validate data, identifying inconsistencies or errors.
  • Share daily performance data with field staff, providing regular updates on program indicators, trends, and achievements.
  • Provide technical guidance and support to peer educators, healthcare providers, and staff on data collection tools and reporting protocols.
  • Conduct data verification visits to health facilities to validate source data against reported data and resolve discrepancies.
  • Update and maintain program databases with the latest data inputs, ensuring data integrity and completeness.
  • Assist in developing and improving data management systems and processes, recommending enhancements for data collection, entry, and reporting.
  • Support the preparation of program reports, presentations, and data visualizations to communicate program performance and impact.
  • Adhere to confidentiality and data security protocols to protect sensitive information.
  • Participate in capacity-building activities to improve data management skills and knowledge.
  • Ensure compliance with organizational data management policies and relevant data protection regulations.
  • Maintain communication and collaboration with project stakeholders, including health facility staff and partner organizations, to ensure smooth data flow and information sharing.

Qualifications and Experience

  • Minimum requirement: Diploma in Public Health, Statistics, Information Technology, or a related field.
  • Proficiency in spoken and written English.
  • At least 3 years of experience in HIV prevention programs targeting high-risk and vulnerable populations.
  • Previous experience working in USAID/PEPFAR-supported HIV prevention programs is highly desirable.
