Reports To: HR Manager / Head of Human Resources

Job Summary

We are seeking a highly skilled and experienced Human Resource Management Officer with in-depth knowledge of Tanzania Labor Laws and strong collective bargaining skills to join our team in the cement industry. The ideal candidate will be responsible for managing employee relations, ensuring compliance with labor regulations, and facilitating effective negotiations with trade unions and employee representatives to maintain a productive and harmonious work environment.

Key Responsibilities

Labor Law Compliance & Industrial Relations

  • Ensure company HR policies, procedures, and practices comply with Tanzania Labor Laws, Employment and Labor Relations Act, OSHA regulations, and other legal frameworks.
  • Provide guidance to management and employees on labor laws, employment contracts, and dispute resolution.
  • Handle disciplinary procedures, grievances, and conflict resolution in compliance with legal requirements.
  • Represent the company in labor disputes, arbitration, and regulatory hearings when necessary.

Collective Bargaining & Union Relations

  • Lead collective bargaining negotiations with trade unions to establish fair and legally sound agreements.
  • Develop and maintain strong relationships with trade union representatives and employee associations.
  • Advise management on union-related matters and assist in preparing company positions for negotiations.
  • Monitor and ensure compliance with collective agreements and resolve disputes arising from them.

Employee Relations & HR Operations

  • Promote a positive work culture through effective employee engagement initiatives.
  • Provide HR support on recruitment, training, performance management, compensation, and benefits administration.
  • Ensure fair and transparent handling of employee grievances and disciplinary actions.
  • Conduct exit interviews and analyze trends to improve retention and workplace policies.

 

Training & Development

  • Organize training programs to educate managers and employees on labor laws, workplace ethics, and industrial relations best practices.
  • Support continuous professional development and succession planning within the HR department.

Qualifications & Experience

  • Bachelor’s degree in Human Resource Management, Industrial Relations, Law, Business Administration, or a related field is preferred;
  • Minimum of 5 years’ experience in HR management, industrial relations, or a related role in the manufacturing or cement industry.
  • Strong knowledge of Tanzania Labor Laws, employment policies, and trade union regulations.
  • Proven experience in collective bargaining, labor dispute resolution, and negotiations.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Ability to work under pressure and handle sensitive industrial relations matters effectively.

Preferred Skills

  • Certification in Industrial Relations or Labor Law is an added advantage.
  • Familiarity with HR software and reporting tools.
  • Strong analytical and decision-making skills.
