ABOUT GLOBAL PROGRAMS
The Global Programs (GP) Office in Tanzania is an affiliate of the University of California San Francisco, and it provides targeted HIV/TB strategic information (SI) technical assistance through the PEPFAR-funded Alliance for Country-led Control of the HIV Epidemic by Leveraging Efficient Resource Allocation (ACCELERATE). The GP office also facilitates the expanded presence and operations for global health professionals and researchers from the University of California, San Francisco (UCSF) and its affiliates in Tanzania. We work in collaboration with key partners including the U.S. Centers for Disease Control and Prevention (CDC), the United States’ President’s Emergency Plan for AIDS Relief (PEPFAR), the Ministry of Health (MoH), the National AIDS, STI and Hepatitis Control Programme (NASHCoP), the Zanzibar Integrated HIV, Hepatitis, TB, and Leprosy Programme (ZIHHTLP),and local partners to build capacity and to validate and strengthen SI activities to effectively guide prevention and treatment programs toward maximum impact and life saving. Global Programs also provides training, mentorship, and technical assistance to build capacity in epidemiology surveillance, monitoring and evaluation, health information systems, improving data quality and increasing data use, data science, and applied public health research among health ministries and local partners.
PROJECT SUMMARY
The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S Centers for Disease Control and Prevention (CDC) to provide strategic information and health information systems (HIS) technical assistance to the Ministry of Health (MOH) as well as the United States President’s Emergency Plan for AIDS Relief (PEPFAR) and their implementing partners (IP’s). We are recruiting individuals through our affiliated international NGO, Global Programs’ to serve as Junior Health Information System (Jnr HIS) Developer

 

This is a full-time position with an initial contract through 31 March 2026, with the possibility of extension subject to continued funding.  The position is expected to start on 01st February 2026.

 

SUMMARY OF ROLE
Under the supervision of the Senior HIS Developer Lead, the HIS Junior Developer shall be responsible for designing, developing, implementing, testing, maintaining, auditing, and improving new and existing health information systems and project software. The developer will also bring expertise to activities related to developing EMR (electronic medical records), Lab, and other health information systems specifically focused on HIV and other health programs. The developer shall ensure that all software developed conforms to set software development standards by conducting rigorous diagnosis, tests, code debugging, and technical documentation through reference manuals. Additionally, the developer will work as part of a team in a collaborative environment, contributing to group projects and supporting colleagues to achieve common goals.

 

The ideal candidate should possess strong analytical skills, attention to detail, teamwork, and communication abilities (both written and verbal), interpersonal skills, flexibility, adaptability, creativity, and initiative.

 

REPORTING & MANAGEMENT RESPONSIBILITIES
·       This position reports to the Senior HIS Developer.

·       This position does not have any supervisory or management responsibilities.

POSITION RESPONSIBILITIES
Administrative:

·       Comply with Global Programs administrative policies and procedures.

·       Making copies, printing, and scanning documents related with the project.

·       Filling and submitting administrative documents, including timesheets, leave forms, advance request forms, and documents related to travel expenses.

Communications:

·       Prepare presentations, reports, and other scientific products based on Global Programs activities.

·       Communicate with the Implementing partners under guidance from the Senior HIS Developer.

·       Provide training as needed.

Technical:

·       Ensure adherence to Agile software development principles by participating in all SCRUM ceremonies, including daily stand-ups, sprint planning meetings, and other related activities.

·       Work with the HIS team to design software solutions by studying information needs, systems flow, data usage, and work processes while adhering to the software development lifecycle.

·       Evaluate, maintain, and evolve existing health information systems such as CTC Analytics, Monthly Portal and Lab Visual.

·       Assist the HIS team in designing and implementing interoperability between existing health information systems such as CTC2, CTC3, CTC Analytics, Monthly Portal, Lab Visual etc.

·       Develop Application Programming Interface (APIs) for various applications.

·       Optimize various data systems to improve performance.

·       Support the piloting, rollout, training, and maintenance of HIS systems to Implementing Partners.

·       Investigate, analyze, and make recommendations to management regarding technology improvements, upgrades, and modifications.

·       Analyze user needs and software requirements to determine feasibility of design within time and cost constraints.

·       Develop and coordinate software system testing and validation procedures, programming, and documentation.

·       Prepare reference materials for users by writing operating instructions, flowcharts, layouts, diagrams, charts, code comments, and clear code.

·       Perform any other duties as assigned.

Autonomy and Decision making:

·       This position is expected to work independently to complete assigned tasks.

 

 

REQUIRED SKILLS AND QUALIFICATIONS
 

·       A bachelor’s degree or equivalent qualification in computer science, data science, software engineering, or information systems required. Experience working with health information systems required.

·       A minimum of 2 years of experience as a software developer or engineer; demonstrable experience in developing a variety of software systems while taking on increasing responsibility for analysis, design, implementation, and development tasks [reference required]

·       Knowledge and skills with React and Python. Knowledge in C#, Java and other common programming languages is an added advantage.

·       Experience developing data-driven applications utilizing significant relational database engines as part of the overall application architecture (experience with the following are highly desirable: MS SQL Server, PostgreSQL, MySQL).

·       Working experience using Git, Restful web services and Agile methodology.

·       Experience in developing and troubleshooting software systems that run in mixed environments including Windows on desktop, server, tablet, and mobile systems.

·       Fluent in written and spoken English.

·

WORK LOCATION
 

·       This position is based at the Global Programs office in Dar es Salaam.

 

TRAVEL REQUIREMENTS
 

·       This position may be required to travel to support field activities (approximately 15%).
