Objective:
The objective of this assignment is to conduct a thorough assessment of the seed production business in Tanzania to unveil its potentials, opportunities and profitability . The selected consultant will identify opportunities for collaboration between seed producers/out growers and financial institutions , and areas for capacity strengthening on both side s to unlock financing opportunities to increase the production and availability of quality seeds to Tanzanian farmers , with an emphasis on youth and women .
Background and Justification:
The performance of the agricultural sector in Tanzanian s critical for poverty reduction , food security , and economic growth . Currently, the agricultural sector contributes about 29.1 % of the country’s GDP , 65.5% of employment, 65% of raw materials to the industrial sector and 30% of export earnings . T he sector is particularly important for women, who make up 70 % of the agricultural labor force and nearly 800,000 Tanzanian youth who enter the labor force each year. However, most farm ing businesses in the c ountry are producing only a fraction of their potential mainly due to production-related constraints such as limited availability of good quality seeds as the main trigger point to significantly increase crop yields and income of farming families. Availability of quality seeds is not only a strong symbol for increasing farm yields and agriculture productivity but also one of the important elements to strengthen small scale farming communities and performance of the agricultural sector . Tanzania has the potential to become the food basket for east, central and southern Africa if there is a reliable and sustainable supply of quality seed s . It is estimated that the potential demand for improved seed in Tanzania is about 120,000 tons per annum and o nly 28 ,600 tons are made available to farmers through formal seed system . One of the key challenges to maintaini ng a reliab le and sustain a ble supply of quality seeds is the l ack of access to finance – – particularly lack of long-term affordable capital for seed business es , low investment in addressing the factors influencing initial seed quality . Other challenges include c rop management , including plant nutrient and water supply during crop growth, climatic conditions during seed development and maturation, as well as the harvest and drying practices and storage facilities .
Project Overview:
The Feed the Future Tanzania Agri Finance Project is an access to finance project working to improve access to finance for smallholders, women, youth, and micro, small, medium (including large) enterprises ( MSMiLs ) in Tanzania by improving the agri -finance ecosystem and strengthening the capacity of both borrowers and lenders. The Feed the Future Tanzania Agri-Finance Project prioritize s interventions that increase availability and adoption of priority technologies, including irrigation, inputs ( quality seed), storage , and value addition, and create more inclusive agricultural finance ecosystems, enable expanded and sustained lending and investment, and increase productivity and incomes.
Project interventions intend to reach 20 financial institutions, 15 demand-side institutions including agricultural enterprises and women and youth groups, train 300 financial institution staff, and reach 18,000 borrowers with $21 million in agricultural finance facilitated in Tanzania. The Feed the Future Tanzania Agri-Finance Project utilize s a system-driven, private sector-led approach to target agricultural market coordination failures and develop commercially oriented solutions that sustain and scale agri -financing.
The project includes two interconnected strategic objectives to achieve tangible, positive impact for smallholder farmers, women, youth, agro -enterprises, and financial institutions.
Objective 1: Improve income and bankability of smallholders, women, youth, and micro, small and medium (including large) enterprises .
The Feed the Future Tanzania Agri-Finance Project will deliver targeted technical capacity strengthening and direct training and coaching to smallholders, women, youth, and MSMiLs beneficiaries in financial and money management skills and tools, business planning, finance and investment, development of business funding proposals, records keeping, loan applications, and loan repayment and/or savings strategies.
Objective 2: Strengthen financial institution operational capacity to expand agri – lending.
The Feed the Future Tanzania Agri-Finance Project provides targeted support to supply side financial institutions to develop new agri -finance products and improve operational capabilities and efficiencies, build capacity and strengthening their motivation to expand agri -lending to smallholders, women, youth, and MSMiLs – with a focus on priority and climate-smart technologies such as irrigation, inputs, storage, and value addition.
The three-year the Feed the Future Tanzania Agri-Finance Project implemented by the Improving Economies for Stronger Communities (IESC) will improve access to finance for smallholders, women, youth, and micro, small, medium (including large) enterprises ( MSMiLs ) in Tanzania by improving the Agri finance ecosystem and strengthening the capacity of borrowers and lenders. With a particular emphasis on priority technologies, including climate-smart technologie s. The feed the Future Tanzania Agri Finance Project will create more inclusive agricultural finance ecosystems, enable expanded and sustained lending and investment, and increase productivity and incomes.
Approach:
The focus of this assessment is to highlight the potential and profitability of the seed business in Tanzania, opportunities for collaboration between seed producers and financial institutions and identify areas for capacity strengthening on both side of the financial equation to unlock financing opportunities to increase the production and availability of quality seeds to farmers particularly youth and women.
The assessment will consult seed producers, distributors, agro dealers ,farmers, government ministries, departments and agencies and financial institutions to understand the challenges in providing /obtaining credit and financial services to the seed sector /from financial institutions and identify opportunities from both sides of the financial equation for the Feed the Future Tanzania Agri Finance Project to further support the seed system players with practices issues that are limiting their short and long-term partnerships and support financial institutions to deploy more credit s and finances in the sector. The assessment should draw on qualitative and quantitative data, through primary data collection and secondary desk research review.
The consultant will be expected to examine the following areas:
- The trend towards financing seed production and distribution activities and providing the status of financing seed production for food crops (maize, rice, sorghum, beans and horticultural crops ) in the project ZOI
- How the needs for financing were identified , who initiate d the processes, what players o f the seed system were involved and how.
- Examine Tanzania p olic ies on seed production, multiplication, distribution , and consumption and analyze the effects on investments in the sub sector.
- Explor e s eed system players current initiatives to secure financing for seed production , multiplications, and distribution .
- Examine status of seeds used by smallholder farmers and factor s behind their seed sel ection .
- Examine s eed production business potential and returns and opportunities for financing from formal financial institutions .
- Identify ways to increase financing to the seed sector, including how to support the seed system players to establish short and long-term business relationships and partnerships with financial institutions and financial institutions to deploy more credit and financ ing in the seed sector.
- Identify the a vailability of specialized financial products and services that meet the needs of s eed sector players and identif y require d product terms/structure to expand opportunities to the sector.
A consultant will be contracted to conduct the Seed Sector Analysis . The consultant will review relevant existing studies, data and information on seed production, multiplication, certification, distributions and consumptions in Tanzania . The consultant will also collect primary data by interviewing local stakeholders in Tanzania such as financial institutions , farmers and farmer groups, seed companies, TASTA (association of seed traders) , government ministries and agencies, and L ocal G overnment A uthorities to identify the bottlenecks faced by seed system players to access agricultural financial services in Tanzania, including access to collateral, productive resources, knowledge, and other factors to be determined.
The consultant will then analyze the data and information gathered to identify and highlight business potential and profitability of the seed business in Tanzania , and areas for capacity strengthening on both side of the financial equation and provide recommendations on how the Feed the Future Tanzania Agri – Finance Project and other stakeholders can support the seed system players to accessing finance required to grow their businesses to increase the production and availability of quality seeds to farmers .
The analysis will identify specialized needs and effective strategies for engaging target populations including specific financial product and service design and operational improvements with financial institutions, and knowledge/ capacity strengthening requirements among potential borrowers.
Tasks:
- Develop an implementation schedule for the assignment in consultation with IESC team.
- Review, assess, and summarize relevant desk research through the submission of the literature review prior to commencing in-person fieldwork .
- Develop interview questions for each stakeholder type to be visited, including both supply-side financial institutions, and demand-side institutions ( e.g. Seed companies, Agro Dealers, Government Agencies and ministries, farmer groups, youth groups, women’s groups, agribusinesses, etc.) in the Tanzania seed system.
- Interview key seed system stakeholders and other projects in Tanzania ( for example: AGRA, ASPIRE) working on s eed system s with in the agricultural finance sector.
- I n terview farmers, farmer groups, youth and women engaged in agricultural production and/or ag ri-preneurship t o understand their activities, specifically with regards to seed use and factor s behind their s eed se lec tion .
- Visits may include one on one or focus group discussions including separate and combined interviews with financial institutions and seed producers and traders.
- Id entify and document the challenges and opportunities faced by s eed producers and traders to access finance from financial institutions.
- Identify and document the challenges and opportunities faced by financial institutions to extend their credit and finances to s eed producers and traders .
- Develop a list of recommendations on how the Feed the Future Tanzania Agri Finance Project can support the seed system players to accessing finance required to grow their businesses to increase the production and availability of quality seeds to farmers. eX4AYG5 DmwvYO

Requested Q ualifications :

Description of the Program:
Improving Economies for Stronger Communities (IESC) serves as the lead implementer for the Farmer-to-Farmer Access to Finance Program (F2F A2F) to address deficits in the financial ecosystem hindering investment and growth in agriculture for individual farmers, as well as micro, small, and medium-sized enterprises through the delivery of volunteer technical assistance . IESC has designed a thematic F2F program to generate sustainable, broad-based economic growth and create jobs in the agricultural sector with a special focus on assistance to women and youth. Focusing on Kenya, Tanzania, and Liberia, the F2F A2F Program will work with local partner organizations and volunteer hosts to field pro bono experts from the U.S. agriculture, corporate, and banking sectors to address systemic capacity constraints for farmers and lenders in each targeted country and unlock finance for improved agricultural production leading to utilization of agricultural technologies and increased sales and incomes.
Problem Statement:
There is a wide range of potato production systems in developing countries that depend on local growing and marketing conditions. In high altitude regions where potatoes are relatively cheap to produce , a large portion of the crop is stored and used for home consumption. In regions where potatoes are relatively expensive such as in Central America and Southeast Asia, farmers sell a large r proportions of their potatoes to purchase cheaper foods. Moreover, the earnings from potato sales are used to improve other staple food crops productivity. In comparison with other food crops, dry matter, energy and protein production of potato per hectare and per day are high.
In Tanzania, potato es are increasingly becoming an important cash and food crop , especially in the Southern and Northern highlands of Tanzania. Previously, the crop was grown by highland farmers for their own consumption , but recently it has become popular among people in rural and urban centers . Potato demand is increasing fast in rural and urban areas due to the growing fast foods industry in many urban centers. Thus, T anzanian urban population growth is the main driving force for demand for potato . Potato es are mainly grown in Southern and Northern Zones of Tanzania where altitudes rang e from 1500 to 3000 meters above sea level. The Southern highland zone s of Tanzania, particularly Mbeya, Songwe, Iringa and Njombe Regions, are the biggest producers of potato in Tanzania .
Currently, potato production levels in southern highland area (Njombe, Iringa, Mbeya and Songwe) sit at a third of their potential This is primarily due to the low availability and use of quality seed, and limited knowledge of good agricultural practices. These – combined with poor marketing structures, unspecified weights and measures, limited value addition and lack of crop promotion – restrict potato profitability among smallholder farmers.
To overcome these challenges, the Farmer-to-Farmer Access to Finance Program has partnered with an organization at the cent er of the potato supply chain . They work with smallholder farmers to provide technical support , off take produce , and aggregate, sort, grade and sell produce to town based small scale traders . The organization is planning to conduct potato value/supply chain study to confirm limiting factors and better position themselves to support both downstream and upstream SMEs for inclusive improvement of the value chain.
F2F A2F is therefore recruiting a U.S. citizen or permanent resident volunteer expert who is knowledgeable in value and supply chain analysis . The host needs support t o conduct a potato value chain study , train its staff on the value chain findings , and provide recommend ations on an intervention strategy.

Additional Travel Information:
- Climate: Dar es Salaam has a generally hot climate . Mbeya and Njombe can be cold year -round , but between August to December the climate is relatively hot .
- Travel: The Mbeya/Songwe and Njombe field work will involve travel to rural areas where roads are rough . It can be around 50 kilometers from the town centers to the villages. Driv ing from Mbeya to Njombe is about 236 km and can take 4 hours .
- General Logistics: Flights, ground transportation and hotels will be booked and paid for directly by IESC . Travel and lodging conditions may vary depending on the location of the assignment. Volunteer assignments may require extended travel via taxi to remote locations, or stays in rural areas with fewer amenities. IESC can provide more information about travel and lodging during the volunteer onboarding process.
- Materials : Volunteer experts are expected to bring their own laptop for use on assignment . Volunteer experts will be provided a smartphone with a local sim card for use during the assignment

Problem Statement:
Sacco s in Tanzania contribute greatly to economic growth and poverty eradication among many low-income earners and marginalized groups. Saccos allow members to access credit and other financial services at lower costs and more convenient time s than those offered by traditional banks , and they tailor flexible repayment terms to meet the needs of their members. Saccos also provide a safe place for members looking for ways to save for emergencies or future investments without taking out loans, which is particularly important in areas where formal financial institutions are scarce, unavailable or expensive. While Saccos have made significant strides in promoting financial incl usion in Ta nzania, they face challenges that hinder their growth such as limited financial resources. Due to their focus on low-income earners , Saccos are constrained by low capital contribution and a limited finances to lend to customers. Many Saccos struggle to mobilize sufficient funds for lending, investment opportunities, or meeting operational expenses.
Members’ regular contributions, loans from financial institutions, direct donor support, government support and president funds are some of the main sources of funds for a SACCO . Nonetheless, many SACCOs in Tanzania are not capable of maximizing these opportunities for fund ing provided by financial institutions, supporting institutions and donors.
The Farmer-to-Farmer Access to Finance Program has partnered with a Saccos in Zanzibar struggling to rais e enough capital to run its operations and serv e its members at full capacity . The Saccos needs support d eveloping a resource mobilization strategy and training the Saccos members on techniques to attract capital and managefunds . F2F A2F is recruiting a U.S. citizen or permanent resident volunteer expert experienced in mobilizing resources and capital raising to support the Saccos to develop a resource mobilization strategy. This assignment will allow Saccos to gain the skills needed to raise more capital and function more sustainably.

Additional Travel Information:
Zanzibar is an archipelago lo cated a short 20-minute flight from Dar es Salaam. Otherwise known as Spice Island, Zanzibar is famous for its unique exotic beaches. The climate is typically insular, tropical, and humid, with an average annual rainfall of 60 to 80 inches (1,500 to 2,000 mm). Rainfall is reliable and well-distributed in comparison with most of eastern Africa . Northeast trade winds blow from December to March and southeast trade winds from May to October. The “long rains” occur between March and May and the “short rains” between October and December.
Before visiting Zanzibar, prepare to travel respectful ly and wear modest clothing . Zanzibar is a semi-autonomous part of Tanzania that is predominately Muslim . I t’s important to show respect for the culture when traveling in Zanzibar.
Other important travel considerations:

- Six (6) years of relevant experience in fundraising, generating significant funding, mobilizing resources and preferably worked with international organizations.
- Experience in the loan syndications , preferably working in a commercial or investment bank environment, as well as the ability to build positive partnerships with key stakeholders across the bank.
- Good interpersonal skills, practical experience and strong background in resource mobilization, fundraising, advocacy, lobbying, networking, marketing, promotion, engagement and visibility endeavors and aspects.
- Experience working with microfinances /SACCOS and women & youth entrepreneurs will be an added advantage.
- Experience working in Tanzania and/or the region is a plus .
- Strong leadership and communication skills and capacity to plan strategically and flexibly.
- Sufficiently physically fit, with appropriate medical clearance.
- Writing Skills: reporting requires good computer skills including, but not limited to, working, and generating reports with MS Word. Experience with PowerPoint presentations is desirable.
- Good writing and analytical skills, interpersonal communication, and presentation skills (adult education skills).
- All F2F A2F volunteers must be US citizens or permanent residents
